    HAIKOU, Sept. 30 (Xinhua) — A man in south China’s island province of Hainan has been arrested for fraud for operating a phony official Olympics website, said local police on Sunday.

    Twenty-year-old Liao Peigui, who works as a computer engineer in central Hainan’s Danzhou City, is suspected of making 400,000 yuan (52,631.6 U.S. dollars) by goading people into entering fake prize draws on a website he “cloned” from the official one of the Beijing Organizing Committee for the 2008 Olympic Games (BOCOG).

    Netizens he cheated were asked to transfer certain amount of money, usually 10 to 20 percent of the “prize” value, to an account he opened in March this year. Some people lost 10,000 yuan, said Wu Yingkang, an official with the provincial public security department of Hainan.

    The man has confessed to local police.

    China launched a six-month campaign last April targeting online pornography, illegal lotteries, contraband trade and fraud.

    The official Olympics website, www.beijing2008.cn, attracts an average 1.1 million visits every day this year, according to Jiang Xiaoyu, executive vice-president of BOCOG.

    BEIJING, Sept. 30 (Xinhua) — Chinese Premier Wen Jiabao met here on Sunday with 50 foreign experts who had won the Friendship Awards for their outstanding performance in China.

    Wen extended congratulations to the experts and expressed his thanks to their outstanding contributions to China’s modernization drive.

    Wen said China would keep introducing talented people from other countries. China’s opening-up policy would not change. He pledged to create better working conditions for foreign experts.

    The Friendship Award, set up in 1991, is China’s highest award for foreign experts who have made outstanding contributions to China’s economic and social progress.

    A total of 949 experts from 56 countries have received the award.

    After the meeting, Wen invited the experts and their families to attend the grand reception to mark the 58th anniversary of the founding of the People’s Republic of China.

Special Report: The sixth round of six-party talks

    BEIJING, Sept. 30 (Xinhua) — Russian top negotiator for the six-party talks on the Korean Peninsular nuclear issue Alexander Losyukov said the second phase of the fresh round of six-party talks was “highly important”.

    ”The joint document will include many important contents,” he said, noting that it is very comprehensive and outlines the substantive measures to be taken in the following actions.

    Since the measures are considered highly important, the delegations will have to report them to their governments, so the document can not be publicized, he said.

    The Russian side has no disagreement on the document, he said, adding it should be considered an important fruit of this phase of talks.

    The current phase of talks would recess for two days, Chinese delegation head Wu Dawei announced on Sunday afternoon.

    BEIJING, Sept. 30 (Xinhua) — The Beijing government has finally decided to cut subway fares by about 30 percent amid efforts to boost public transport, ease road congestion and improve air quality ahead of the Olympics.

    A single pricing system which means a one-way ticket costs just two yuan (27 U.S. cents), down from three yuan, will be introduced on Oct. 7, the same day as the opening of a new subway line which will run through the heart of the city from north to south.

    Beijing now has four subway lines with a total mileage of 114 km and they transport about 1.15 million passengers daily, 15 percent of the total commuters.

    According to the municipal government, Beijing will add three subway lines next year and the total mileage will reach 200 km.

    BEIJING, Sept. 30 (Xinhua) — The People’s Daily, the flagship newspaper of the Communist Party of China (CPC) Central Committee, will run an editorial headlined “Stride forward on the road to build socialism with Chinese characteristics” on Monday to mark China’s 58th National Day Anniversary.

    The editorial hails the achievements the People’s Republic of China has made since its founding on Oct. 1, 1949.

    ”China’s economy is growing fast; the drive of industrialization, urbanization, market development and globalization is speeding up; the country’s productivity, national strength and people’s living standards are moving into a new stage; its international status is considerably improved; economic, political, cultural and social sectors have all developed in a comprehensive way,” the editorial says.

    Looking to the future, the article says, China shall adhere to the Deng Xiaoping Theory and the important thought of the Three Represents, fully implement the scientific concept of development, stick to basic guidelines of the Party, continue reform and opening-up and promote a harmonious society.

    The CPC 17th National Congress is drawing near, the editorial says, “It is a very important congress held at a critical moment of China’s reform and development.”

    The congress will leave deep and far-reaching marks on the development of the Party and the country as well as provide effective guidelines for the Party and Chinese people to push forward socialism with Chinese characteristics, it says.

    The editorial calls on all Party members and people across the country to work together and prepare for the forthcoming congress.
